Ken Prillaman began his fire service career in 1978 as a volunteer and was appointed Fire Chief, City of Wichita Falls, Texas on July 15, 2019. He previously served as Fire Chief, Fire Marshal and Emergency Management Director for the City of Brooklyn Park, Minnesota.

He has two Associate Degrees in Fire Science and graduated Magna Cum Laude from Columbia Southern University, with a Bachelor’s Degree in Fire Administration with a Fire Investigation major. He is a Nationally Certified Fire Officer IV, Master Suppression Firefighter, Master Fire Investigator, Advanced Fire Instructor II as well as an IAAI-Fire Investigation Technician and Evidence Collection Technician.
Ken was a Minnesota Certified Emergency Management Director and is a National Registry EMT. Ken has an excellent reputation as a command officer and has taught incident command in high-rise operations for the National Fire Academy. In 2019, Ken earned his credentialed as a Chief Fire Officer from the Center for Public Safety Excellence and in 2023 was awarded the Chief Fire Executive designation from the Texas Fire Chiefs Association.
Ken has served in a variety of regional and state leadership roles including service as the Deputy Director in the Minneapolis MACS Emergency Operations Center for Super Bowl 52. Ken is a member of the North Texas All Hazard Incident Management Team and he has served on the weekend staff of the National Fallen Firefighter Memorial in Emmitsburg, MD
Ken is an accomplished public speaker and has presented at a variety of local, state and national meetings. . In 2018, Ken wrote and published his first book, “Leadership Lessons from the Fireground.” The Texas Fire Chiefs Association named him the 2022 Fire Chief of the Year.
Following a career that spanned forty-five years, Ken retired from active duty on March 31, 2023 and now serves as the Director of Professional Development for the Texas Fire Chiefs Association where he oversees the organization’s leadership academies. He is also the Founder and Principal Consultant of Five Trumpet Advisors, a consulting firm that works with jurisdictions on a variety of projects with an emphasis on improving the community’s ISO rating.
Ken spends free time traveling, golfing and speaking to various groups on leadership.
He and his wife Debbie, live in Wichita Falls.

Tim Bloom began his career in the fire service in 1983 in Northern California working for the Shasta County Fire Department, the California Department of Forestry and the Bureau of Land Management, Department of Interior.
In 1987, Tim began with the County of Los Angeles Fire Department. He served on the department’s Swift Water Rescue

In 1987, Tim began with the County of Los Angeles Fire Department. He served on the department’s Swift Water Rescue Team which included Helo Ops, hoist-recoveries and rapid deployment as a Rescue Swimmer.
Tim was promoted to Engineer in 1993 and Captain in 1995. With the diverse landscape in Los Angeles County, Tim was primarily assigned to brush interface areas in the foothill communities. The nature of foothill districts includes high angle technical rope rescue and recovery. Additionally, due to the wildfire Brush Interface, Bloom recognized the need to develop a Structure Protection Preplan. The Department supported his efforts and assigned him to preplan a high value operational division in the foothills.
In 2017, Tim was promoted to Battalion Chief and assigned to a special project to identity the asset needs and emergency response operation of the entire Santa Monica Wildfire interface planning. He developed, enhanced and digitized his Brush Fire Preplan for the entire Malibu and Calabasas Division. This plan became the department standard and is now the “go-to” resource for managing campaign wildfire incidents at every level of incident command.
As a licensed United States Coast Guard Master Captain, having a background in Marine Fire Operations while assigned as a Fire Boat Captain, he was directed to develop a comprehensive response plan to address the interagency need for offshore interagency response. His “Marine Operation Assessment” included identifying the target hazard response needs, interagency training, grant funding and replacement fire boat design while embedded with the United States Coast Guard Sector LA/Long Beach. This response plan took three years to develop working with the marine salvage industry.
Chief Bloom’s career spanned 39 years of interagency response management including a comprehensive knowledge of automatic aid and mutual aid with the California Office of Emergency Management.
Tim chose to work a special assignment at the Los Angeles County Fire Department Command and Control Facility as both a Captain and then a return assignment as a Battalion Chief where he was responsible for coordinating response in a five county area of Southern California while supervising the 911 emergency dispatch operation.
Tim is married, has two grown adult children and resides in the Pacific Northwest in WA State.
